It looks as though Germany France and England all have a 50/50 chance of picking up an extra UEFA cup place through the fair play process (unless the table I was looking at is out of date).
If so, one English league Fair Play table I looked at has Norwich at the top.

I don't think the place goes to the club at the top a country's fair play league - it's just one more place allocated to the country which will be filled by the next club in line in the league table.

UEFA does say it is supposed to go to the fairplay champs of the league.
Didn't Ipswich get a place this way a few years ago (even though relegated) ? I also remember a lower table Scottish team getting a place this way.

No, it goes to the team who tops the fair play table in the top division - regardless if they're relegated or not. If that team's already qualified for Europe, then they just go to 2nd place and so on.
If they just added a spot to the league table, then you could have a team with the worst fair play record in the league get in, which defeats the purpose of the award.

Auxerre and Armina Bielefeld (not sure for them though, depends on how the germans weight the red cards) are currently at the top of their respective fair play table
Should Auxerre qualify normally for the UEFA cup, Lens should get the spot : Lyon (2nd) already qualified for the Champions League, while Marseille (4th) can still qualify for the UEFA's cup. Incidentally, the worst team of the league is as well the dirtiest : Istres (however, PSG and Lille don't do much better on that matter)

How exactly is the fair play ranking assigned ?
For UEFA it is a score assigned for each European competiton game (includes national teams) based on player and supporter behaviour etc. In other words there seems to be some subjectivity
For each national competition, though, I believe it is much more objective and is based on red and yellow cards.

All this 'Fair Play' thing does is punish tackling teams. When Ipswich won the fair play league it was mainly because they played George Burley's style of defence, which involves rarely committing to the tackle.

Interesting point. I wonder what percent of yellows are for tackles, what percent for arguing, dissent, time wasting, taking one's shirt off etc., and what percent for other things (shirt pulling, and non-tackle fouls).
