Since CSKA and Levski will qualify for Europe through their league> placing, who gets the "cup winner" UEFA spot?
The "order of acceptance" is
CL spots Title holder spots (assuming fewer than 4 CL spots!!*) Cup winner Cup runner-up if cup winner in CL Other cup (France+England+?) only if winner League placings to fill UC spots.
So, if the cup winner is in the CL, the cup loser gets the UC spot (but goes to the bottom of the pile). If the cup-winner is already in the UEFA cup only, they qualify as "cup winner" not via "league placing" and the league placing spot goes to the next league team (ie, 3rd here).
If you qualify as cup winner, you are the "no 1 UEFA CUP spot team" which can matter for exemptions in early round. If you qualify as cup loser because the winner is in the CL, you are the last team. Unless, presumably, you finish in the best league spot for the UEFA cup.
