Well, one could look upon the situation thusly: The "racism" isn't within UEFAs jurisdiction. The ECL referees are. Racism is punishable by law. Referee bashing has to be dealt with by the sports bodies themselves.

Racism is punishable by law and clubs are under UEFA's jurisdiction, national teams under FIFA.
