hasn't recourse to normal law courts already taken place in Italy (when they ended up going to 20 teams in Serie A) and didn't FIFA take no action in that case ?
Well the statue is waiting to be challenged by someone. FIFA is saying that they will only abide by arbitration courts which are not the local courts but by courts set by them, this violates the sovereignty of a country since ultimately citizens of such country have the right to settle disputes on the courts of their country. If Italy is suspended they have some recourse by suing FIFA in Swiss courts, FIFA is a legal entity in Switzerland thus if a Swiss court issues and injection against them they can not ignore it but need to comply with it. Let's wait and see.
