I read that Rhyno and Matt Hardy are under some form of no-compete clause for some number of days (30? 90?). How can they be held to a stipulation in a contract from which they were supposedly released? Or were they "released effective 90 days from now", so there's no chance of them even looking like they're going to be on, say, TNA any time soon?

Haven't you been paying attention for the last 10 years or so?
*Everyone* that gets released by WWE (and pretty much everyone that got released from WCW) hasn't been able to look for work for 90 days. They still get paid for those 90 days, so most people don't complain. "Getting paid not to work? Woo hoo!"
I think X-pac might have been an exception. I think he asked for his release and WWE allowed him to go to WCW immediately (and therefore Vince didn't have to keep paying him for the next 90 days).

When it comes to wrestling, I'm lucky if I remember what happened ten weeks ago. (PLEASE, let's NOT start a thread of everything that has happened in wrestling up through three months ago, like "Owen Hart died" or "Shawn screwed Bret" or "WCW is out of business"...)

In other words, the release is effective in 90 days (since they're getting paid). Either that, or there's a separate post-release 90-day contract; WWE pays, and the wrestler doesn't play.
