Nope. Elton Motello wrote and recorded the original. Captain Sensible recorded it with a side project, but it was released under the Damned name. Plastic Bertrand then stole the music outright from Mr. Motello and changed the lyrics and recorded "Ca Plane Pour Moi" for a French TV show.
