Why? What benefit does giving the executive branch oversight on an operational matter provide? Spreading blame if something goes wrong, nothing else. WTF does the president know about the risks/benefits of such an operation.
If this plan becomes standard operations, W would do well to tell Nasa that they are big boys and girls and need to make their own decisions. Let the executive branch keep a watch on the budget.
