Putting a "Free Tibet" sticker on one's car *is* an action.
Someone earlier made the point that these actions don't produced results, and that a results-oriented action (like sending in the 82nd) would have the sticker-users up-in-arms.
This assumes that you can only free a country with military force (examples used: Afghanistan, Iraq).
This ignores examples like, say, India.
However, I don't believe China is as... prone to influence in this manner... as Britain was/is.
I'm dying to find one of those "Free Tibet" stickers with a "Made in China" sticker on the back, though!

Not having a draft is a declaration that you simply don't believe in the war, or, more accurately, that you don't believe you can maintain a positive public opinion of the war. A government that feels it's cause is righteous, and can convince the general populace that this is true, has no fear of a draft. In murky waters, however, a draft is considered undesirable... with public opinion wavering, having a situation where fewer men are sent to battle repeatably <resulting in the obvious: fewer people at home with direct ties to those serving in battle> is preferable over having many men sent once.
