Black & orange flag rule

 This is not an F1-specific rule and is to be found in Appendix H
of the International Sporting Code.

Specifically Chapter II, Article 4.1.1

"e) Black flag with an orange disc 40cm in diameter:

This flag should be used to inform the driver concerned that his
car has mechanical problems likely to endanger himself or others
and means that the he must stop at his pit on the next lap. When
the mechanical problems have been rectified to the satisfaction
of the chief scrutineer the car may rejoin the race."

Yes, and the decision on whether or not "his car has mechanical problems
likely to endanger himself or others" is left wide open to the
discretion of the stewards. Traditionally, the meatball isn't used very
liberally - more of a last resort for a really bad problem.

Does not apply if the car is red and was made in Italy.

In F1? I certainly cannot remember the last time it was used. Nowadays
they do not need to use it since the teams typically talk to the drivers
and tell them to come in if needed. Often the stewards simply advise the
team to call the driver in, if the team hasn't already made the decision
to do so themselves.

It's not that uncommon in sports car racing where contact is a little more
common.

It's not that uncommon in sports car racing where contact is a little more
common.

We meatballed a couple cars during the 12 Hours of Sebring, IIRC one was
a 996 Porsche and the other might have been the Ford GT. It happens a
bit more frequently also due to the nature of the racing - they'll plod
along crippled just to keep scoring laps as the clock ticks.
