 they ran the cars without front fenders and hood?
it sure would add drag.

Perhaps, but the real problem would be the loss of
bodywork space for advertising. That would hit NA$CAR
in the pocketbook, Which Is Simply Not Done.

 put a big flag with sponsor on it, with the pole through the center of
the roof. that would slow them down even more.

 Seriously, though...

It's been suggested that they cut back on the aerodynamics and the
horsepower of the engines (maybe just use the stock engine or one which is
only slightly more powerful) and make the drivers actually have to drive
rather than just keep the cars in a line hoping that someone doesn't slide
into their quarter-panel. I, for one, have come to think of NASCAR as being
more modified than "stock" car racing because you don't see many showrooms
where cars have the 4-inch rear spoiler and front air dam attached.

Of course, they did have a convertible series at one point. Back in the
late 50's. That was only recently brought back by Humpy Wheeler for a
little "duel" series where two of the drivers ran slightly down-powered cars
for a short sprint in the mini-track built into Charlotte's front straight
(used the front of the quad-oval and the pit road as straights).

You know, first thought that is a stupid idea, but if you really think about
it, it might just work. It wouldn't affect the car's bodywork or downforce,
nor the draft very much, but it would induce a lot of drag.
