It's the lower race number, not the driver status that gets the
orange/red camera.

FIA Sporting Regs. Article 60

"In order that the cars of each team may be easily distinguished from one
another whilst they are on the track, the on board camera located above
the principle roll structure of the first car must be predominantly
fluorescent red, the same camera on the second car must remain as supplied
to the team and any third car fluorescent yellow."

Which is exactly why it was an asinine statement for him to make. Daly was
doing his best attempt to dumb down F1 for American viewers (the assumption
being that most of the viewers weren't familiar with F1), so he explained it
as 'eurocars' described - but how many viewers would even know who 'Number
One Driver' or 'Second Driver' on the team was??

Now if this explanation had been accompanied by a screen showing all of the
team-lineups (car #s, names, and D1 or D2 beside each), that would be one
thing. If he had said 'go to F1.com or CBS Sports website to familiarize
yourself with the driver lineups', that would have been another. (note: the
CBS Sportsline of course lists the drivers in alphabetical order instead of
the standard numerical order.. doh!). But as they did neither, Daly's
statement was of little value to Americans watching F1 for the first time.

In order to make an entry to the chamionship, a constructor must
nominate both a "Driver of the first car" and a "Driver of the second
car". FIA record "Super licence Number Driver no 1" and "Super licence
Number Driver no 2".

Given these, referring to first and second drivers seems reasonable.
