 Anybody understand what the rules mean if it's a wet race?

I would think that if it's a wet race the teams can change tyres whenever
they like to take account of the current track conditions.

Anyone know?

They have four sets of inters and three sets of extremes (full wets) which
must last the whole weekend. The race director decides if the track is
wet or not, so they can't change unless he has decided it's OK.

They CAN refuel if wets are involved in a change - whether wet to dry or vice
versa. Refuelling is not allowed at other tyre stops. Interesting question,
you are on your in lap to refuel when your tyre blows, do you a) come in and
change the tyre knowing that you are low on fuel, or b) come in and refuel and
then do a slow lap with a deflated tyre before stopping for a replacement. The
FIA says that teams should always leave enough fuel to do the extra lap.

Change the tyre first.

The time for the actual stops will remain the same, but the time
BETWEEN the stops is reduced if you do the tyre first. Also driving the
extra lap with the dodgy tyre is just asking for the bodywork to get
damaged.
