The President should have read more carefully.
If he was speaking in a context where crime rate was viewed on a number of crimes basis, he'd be correct. Of course, the same could be said for white babies, Hispanic babies, Asian babies, etc...
If he was speaking in a context of crime rate as a per capita number, I'm not so sure it would be as effective as he seems to think.

You have two sides, one out in the field and one in. Each man that's in goes out, and when he's out he comes in and the next man goes in until he is out. When they are all out, the side that's been out comes in and the side that's been in goes out and tries to get those coming in, out. Sometimes you get men still in and not out.
