When I fly, my feet swell. I know this because I have to unlace my shoes more than usual to put them back on.

If they don't fall off, they're prolly OK. They should not be tight.
You can try wearing an old pair of sweatsocks, or the soft booties available online or in dive shops.
If they are a loose fit then you need to take the PADI loose foot and fin certification course. Then you will be qualified to dive with them.
