The problem is that a roster limit could create participation> problems. For example, say that at your school there are 19 guys> consistently coming to practice and playing hard. There aren't enough> people to have an A and a B team, so number 19 doesn't get to play at> tournaments.

Seems to me that positions on the traveling squad would open due to
injury or illness. Beyond that, the positions lowest on the depth chart
would always be up for grabs, so #19 could work up to #15 by outplaying
four players during practices.
Once there are more than four or five "extra" players, then such gets
more difficult, yes. A scout team, though, helps improve the competitive
team, so they can help in practice by providing the core of the scout
team. Once a couple more bodies show up, then its time to consider a B
team.
And once players graduate, positions will open up on the roster for
the following year. A freshman who can't make the team can get much
better and become a roster player as a sophomore.
I don't think a roster limit will prove that limiting.

Well, I'll suggest going back and reading my post again. Nothing in
it would lead to the scenario you suggest. Those players would play.
They'd be at practice, developing skills. They'd be at any tourney that
didn't have roster limits. They'd be filling in when roster players got
ill or injured. They'd compete for the last roster positions and win
them. In some tournaments the team could split into A and B squads of
ten or so each.
And then, as in the other sports at the school, as players graduate,
spots on the roster open up and yet more players show up to compete for
the last spots. Indeed, ultimate is akin to football in that all players
interested would be able to practice with the team, instead of just
those on the travelling roster.
I think a roster limit would be a good thing for the Championship
Series. That limit does _not_ mean that players must be turned away or
won't be able to participate.
