Production costs should be considerably less, not just slightly less. Cutting out the "dead time" (ie, time out, extended stoppages of play, etc) and putting the rest of the game on a DVD is much, much easier than stringing together highlight clips from multiple games.
Heck, I'd prefer they burn some DVD's with whole game raw footage. That'd cost nothing more than somebody's labor and a few pennies in materials.
