Forgive me. This question may not help you at all, but it may resolve a few questions that linger in *my* mind.
There may be a misplaced modifier in your first sentence. Which should fit you like a glove? The Waterford frame or the good friend??
I'm not making a judgment either way. I'd just like to know.
As to your question (again, presuming that you're still looking to buy the components yourself. It's not clear whether you're asking for a parts source or a good local bike shop (in which case, we'd need to know where you live)), there are many, many reputable online sources, including:

You may want to enter your desired items into the browswer at>www.froogle.com and let their search engine comparison shop for you a>bit.
As a follow up, the term "build kit" is quite frequently used to indicate "all the parts, except for the frame and fork, needed to go from a frame to a working bike."

I bought all of the parts for my Waterford from Lickton's and was pleased with my experience. Their total price was significantly lower than anyone else would offer. It was very nice to place my order with someone who wanted to help and knows more than I do about bikes. The total price I paid for the build "kit" was less than what Lickton's sells parts for separately on their website. http://www.lickbike.com/
