I will vote for the 1962 tour of West Indies. Not only was India whitewashed 5-0, they almost lost skipper Nari Contractor's life, leading to 22-yr-old Pataudi's baptism by fire. Apart from some hopeless single-handed battles by Polly Umrigar, India was completely done in by pace of Hall, Griffith and rookie Lester King.
The 1952 tour of England, where India famously went 1-0, 2-0, 3-0, 4-0 to Freddie Trueman is equally forgettable except for Vinoo Mankad's call-up from league cricket to death-defying performances.

There must be something strange about that year. Recently I listened to a radio programme about the 1999 NZ tourists to England, during which it was stated about five times that they were the first NZ team to win a series in England.

2002-2003 tour of NZ is the WORST ever for the following reasons.
India had world class Fab 5 batsmen Sehwag, Sachin, Dravid, Laxman and Ganguly in NZ series in its team and STILL LOST to an INFERIOR NZ team The OPPONENT TEAMS in 1974, 91/92 and 99/00 were SUPERIOR compared to Indian team while that was NOT the case in NZ series India had a PROFESSIONAL COACH in John Wright for NZ series India LOST to a SHITTY TEAM NZ bowlers of the calibre of Oram, Tuffey, Adams and Styris Indian players were NOT making as much money in endorsement contracts in 1974 and 1991-1992 series India played with makeshift opener MSK Prasad and a flat track bully Devang Gandhi in 99/00 Aus series
Based on all these FACTS, NZ series was the WORST EVER.
