A downrigger is a reel with a set amount of wire on it (in terms of hundreds of feet), an arm and a weight commonly called a cannon ball along with some line release devices. It works by lowering the canon ball to a predetermined depth taking along a lure or the bait - usually used when trolling. Some fish like certain depths and that's how you get to them by using a down rigger.
A outrigger is a pole attached to either a T-top or deck and is usually used to extend the fishing like and lures out to the side of the boat so you are covering more space in any given lure presentation. With an outrigger, you can place one or two lures and lines on each adding to your spread. You may have as many as six or seven lines run this way.
