I expect the joker valve on the output side is leaking slightly, allowing the liquid stored in the "up" side of the siphon-break loop to leak back into the tank. Not a problem if a) you pump lots of extra clean water and b) you don't have a rough enough ride to splash out.
Probably a new joker valve will fix it: under $10
