Could be any number of things, but probably has to do with the

Maybe compression?

Yamaha used to make a 150, 175, and 200 HP 2-stroke.... all with the
same displacement....

Different carbs, reeds, timing, but same basic engine.

 A lot of different hp engines use the same block and displacement.
Differences are in the porting, carbs, exhaust, ignition.
