I don't know WEI, but how about: about an 1/8th of the white (maybe a little less) on the right with low left and level cue. Slightly more than lag speed.
White goes across table rather slowly but ends up near the same rail it is near now, maybe around the second diamond at the other end of the table. Cue ball snaps out of the corner, comes in short on the red and moves the red a little closer to the corner.

Shoot away from the white into the corner two cushions first, a bit less then half ball on the white, back to the long rail, and into the red. Shot softly, the white stays in the short table and you should have a short angle off the red.
If the yellow is too close to the end rail to avoid a foul, my second choice is a plus two toward the opposite corner off right side of the red (as one looks at the wei table) then the long rail and into the white. Shot softly, this will leave a natural off the red with the white big in the corner.
Neither of these is particularly low percentage and neither is very sensitive to the conditions.

This is similar to what someone else posted, but with the other cue ball. Anyway, here is what a 9-ball player would try. If you don't hit it 3-cushions, you have a second chance with 4. However, I have no idea at all what you mean by "position"; what's that?

Ok, given all the new information about the shot and the closeness of the white to the rail, I would suspect that you played a follow ticky off the white. IOW, L-white-L-S-L-S, sort of like how you might play a standard 5-railer, although with the crummy conditions you would have to really slug it.

I think you would find that your solution has probably at least 2 and possibly 3 kisses in it, because the yellow and white cross paths at very nearly the same time. Given the short, dirty conditions, my guess would be there would be a crash somewhere near mid-table, about 1/2 sec after the first impact with the white. The white will be driven to the long rail, rebounding at just about the same time and location as the yellow heads down-table.
In the second solution I proposed, playing a follow ticky, the white and yellow get on different paths to hopefully take the kisses out of the solution. But even that one is a pretty dodgy, low percentage solution.

This would have been a close second if the red weren't frozen. It is a small part of the red that would make it score and because it's fozen the potential for a double kiss is high.

Oops. I said level cue. That obviously won't work since my shot uses draw and you are so close to the end rail. So jack up to 20 degrees and shoot the same shot. There is no kiss.

OK, I think I got it. You shot a time shot. Hit the white on the left with right english. This pushes the red down the rail. The cue ball goes between the 3rd and 4th diamonds on the opposite long rail, then to the end rail near the corner, just catching the red after the third rail.

Two reasons- it took the kiss completely out of the shot, and it changed the speed/spin ratio so the ball was moving forward more slowly with the same english, which made a bigger target out of the red. Position could have been made by going off the ball directly, but I didn't like the potential kiss. Jaspers once told me that given two shots that will both work out well, shoot the one that eliminates any hint of a kiss. It makes sense. Deno

1) Well, the first thing that comes to mind after all this, is white first, inside draw and double the long rail. Whitey should come right back to this corner. But you seem to have said that the yellow was too close to the short rail for something like this.
2) cross table parallel to the short rail, inside english, long, short, white long red. Or, same shot, doubling the short rail. These two seem too low of a percentage.
3) Opposite long rail between 3rd and 4th diamond, left english (no follow , come out about 1-1/2 diamonds out of the corner at the other end of the long rail that the balls are against, down to the long rail, back to red then white.
The possibilities are endless. I'm sure that the dirty balls is a huge clue for a knowledgeable player, but I'm lost.
