 Well, the NCAA basketball rules committee announced its changes - but
the press release says they are scheduled to go into effect in the
2006-07 season. I think this is some new policy of giving everybody
one year's worth of warning - then again, it could just be a misprint.

(Nothing earthshaking, anyway; the only "big" change seems to be, if
the ball is kicked by the defense, the shot clock is not reset unless
it is down to under 15, in which case it is reset to 15. Somebody
start a pool - how many schools will have at least one instance where
the clock is set to 15, and on the next shot, it gets reset to 15
again instead of 35?
The other changes: one less 30-second timeout in a game with media
timeouts; only 20 seconds to send in a sub when a player fouls out;
officials can now check the replay to see if a foul took place before
time expired, or to see how much time should be put on the clock after
a basket (they don't do that already?); if a player wears a headband
or wristband, it must be the same color as the uniform (is this
curently a problem of some sort?).)

The experimental rules (the ones to be used at the big pre-season
tournaments, and these will definitely be used in the upcoming season)
are: 20'9" three-point line, 14' wide lane, and 6' diameter "cannot
take a charge unless legitimately playing defense" arc under the
basket (not to be confused with the 20'6" three-point line, 15' wide
lane and 4' diameter under the basket arc used last year...or the
23'6" three-point line, 16' wide lane, and 8' diameter no-charge arc
the NBA uses).
(For those of us who realize this isn't
rec.sport.basketbal­l.college.men, the 10-second backcourt count will
be a women's experimental rule, along with a 20'6" three-point line.)
