 I read in this newsgroup that desperation buzzer shots are not counted
as field goal attempts (if missed). Question. Where do they draw the
line? 30,40,50,60 feet?

If a team is up by 30 points at the end of the half and their player
chucks up a half-courter to try to get a free 3, is that different?

I was also thinking about a steal situation in which Shaq has to shoot
a 30 foot shot with 1-2 seconds left. Maybe not a desperation shot
for Reggie Miller, but for Shaq yes. (I couldn't think of an example
with college players.)

From the Official 2005 NCAA Basketball Statistician's Manual:

SECTION 1 FIELD GOALS
Article 1.
A field-goal attempt (FGA) is charged to a player any time the
player shoots, throws or taps a live ball at his or her own
basket, when, in the opinion of the statistician, the player is
attempting to score a goal, with these exceptions:
...
(c) An FGA is not charged if a shot is taken near the expiration
of time for a period or for the shot clock, is not made, and
it is the statistician's opinion that the shot was a
desperation shot and not a reasonable attempt to make a
field goal. One or more of the following factors should
exist in order to classify a shot as a desperation shot.
The shooter:
(1) Is outside the normal shooting range. A shot from just
beyond the three-point line would usually be considered
in normal shooting range while a shot at or beyond the
division line would be outside normal shooting range.
(2) Uses an abnormal shooting motion, such as an overhand
baseball toss.
(3) Rushes or hurries the shot to beat the expiration of
time. A shot could be considered rushed or hurried if
the shooter tries to control and shoot the ball in the
same motion with not enough time to get into a normal
shooting position (squared up to the basket).

You seem to ask a lot of these kinds of questions. That's fine,
they're usually interesting questions (and answers). But you might
want to pick up a copy of this manual (and/or the rulebook) and look
it over. Even better, they're downloadable (pdfs) free from the
NCAA's web site.

What about the shot when the player is on the floor and flicks it up
there. I think I saw someone make that. Or the blind back to the
basket shot. Both close to the rim, but abnormal.

I know they count interceptions under these circumstances.
